Legal Consequences of the 1809 War in the Radzyń Region: A Few Words on the Changes in Legislation between 1795 and 1815 and Their Impact on the Local Community
SUMMARY
The article examines the impact of the Polish-Austrian War of 1809 on Radzyń and its surrounding areas. The author discusses the political and legal transformations taking place at the turn of the 18th and 19th centuries –from the Constitution of May 3 and the Josephine reforms, through the Austrian system, to the solutions introduced in the Duchy of Warsaw under the influence of French law. Particular attention is devoted to the organization of territorial administration after 1810, the recruitment and duties of new ad-ministrative staff, the principles of their remuneration, their responsibilities, and the attempts to build a pension system. The study demonstrates how the war and the Treaty of Schönbrunn contributed to the formation of the modern Radzyń county, as well as how the model of administration and office practices was established, many elements of which have endured into the present day. The article is interdiscipli-nary in nature, combining source analysis with reflection on the continuity of self-government traditions and their social effects.

STRESZCZENIE
Artykuł analizuje konsekwencje wojny polsko-austriackiej 1809 r. dla Radzynia i jego okolic. Autorka omawia przemiany ustrojowe i prawne zachodzące na przełomie XVIII i XIX w. – od Konstytucji 3 maja i reform józefińskich, przez system austriacki, aż po rozwiązania wprowadzone w Księstwie Warszawskim pod wpływem prawa francuskiego. Szczególną uwagę poświęca organizacji administracji terytorialnej po 1810 r., rekrutacji i obowiązkom nowych kadr urzędniczych, zasadom ich wynagradzania, odpowiedzialności oraz próbom budowy systemu emerytalnego. Studium ukazuje, jak wojna i traktat w Schönbrunn doprowadziły do powstania nowoczesnego powiatu radzyńskiego, a także jak kształtował się model administracji i praktyki kancelaryjnej, które w znacznej mierze przetrwały do współczesności. Artykuł ma charakter interdyscyplinarny, łącząc analizę źródłową z refleksją nad ciągłością tradycji samorządowych i ich społecznymi skutkami.
