The communal property was plundered by the occupiers, the enterprises could not function because there was a lack of machinery and equipment. The city did not have the funds to rebuild and renovate the houses that survived. All these problems have led to social discontent over time. Residents sent complaints, denunciations and grievances to provincial authorities, television and the press. They demanded housing, work, social justice and a dignified existence.
